
Santé Québec is subject to certain legal, regulatory and other provisions applicable in Québec (in particular the Act respecting Access to documents held by public bodies and the Protection of personal information and the Act respecting health and social services information). Accordingly, Santé Québec has adopted and implemented internal policies and procedures designed to adequately protect personal information, including health and social services information, which it collects in connection with its services.

The Portal allows users to access several digital health services. Among other things, the information collected via the Portal allows users to quickly and easily access their information, such as that available via the Québec Health Booklet and their vaccination record. In some cases, it also makes it easier to schedule healthcare appointments.
The personal information collected varies depending on the Portal features used. They can include:
Santé Québec undertakes to collect only the information necessary to provide its services. Furthermore, medical information and feedback are not linked to information that could directly identify the user unless required.
Users are responsible for entering only the information that is strictly necessary when using the Portal. Free-text fields (e.g., fields for comments or descriptions of health issues) must not contain sensitive, identifying or otherwise unnecessary information.
Personal information, including health and social services information, is used only for the purposes set out in this policy, as described in the “Purpose of the Portal” section. When necessary—for example, when using an AI-based system—the use of personal information is subject to the required consents before accessing certain features of the Portal.
Personal information can only be accessed by authorized persons and only in connection with the tasks assigned to them. More specifically, Santé Québec employees may be called upon to assist users in completing forms on the Portal at the users’ request.
AI-based system – Find a service or resource
The Portal has a feature that uses an AI-based automated system to help users find a service or resource that fits their healthcare need. Please note that this feature requires separate consent within the Portal and is not required to access other Portal services.
To use the system, users answer a series of questions, and based on their responses, the AI-based automated system directs them to the service or resource that best fits their need. However, users are not required to use the suggested service or resource. They can call 8-1-1 at any time and select option 1 for Info-Santé or option 2 for Info-Social, depending on their healthcare need.
The system takes into account the user’s location (postal code). It also considers whether or not the user has a family doctor (health insurance number).
For the system to suggest a service or resource, the user has to answer all the questions.
Subject to the exceptions and requirements set out in applicable laws, no personal information is communicated or disclosed by Santé Québec without the express, free, informed and explicit consent of the user.
For minors under the age of 14, consent must be given by the parent or guardian. For details on consent for minors, please refer to the Terms of Use.

When using the Portal’s AI-based automated system, users cannot go back and change the information they entered once the system has suggested a service or resource. To change their answers, users must start over and answer the system’s questions again. However, they can go back to the previous question to change their answer, using the “Back” button, before they submit the questionnaire to get service or resource proposals.

A range of technical protection measures such as firewalls, antivirus software and intrusion detection systems are in place to prevent unauthorized access and misuse of the Portal.
To help protect their personal information, users should avoid using the Portal from a public Wi-Fi network and be vigilant against phishing attempts.
Users’ personal information may be disclosed to third parties, such as those who provide the infrastructure enabling the Portal to provide its services and those who provide the technology for the AI-based automated system.
Employees of a service provider mandated by Santé Québec may also be called upon to assist users in completing forms on the Portal.
When necessary, Santé Québec may share users’ personal information with public or parapublic organizations for the purpose of providing services to users.
In any case, personal information may only be disclosed to third parties in accordance with the obligations set forth in the laws applicable to Santé Québec.
User personal information processed via the Portal is only stored by Santé Québec in Canada.
Santé Québec is responsible for the personal information it holds.
Some Portal features may redirect users to third-party websites. Santé Québec assumes no responsibility for the collection, use or protection of personal information by these third parties. Users are advised to read the privacy policy governing these websites.
